How much does a flat roof repair cost?
The national baseline for a single-area repair on a residential flat roof (one leak, one stretch of seam or one flashing detail) is $300–$2,000, with a typical bill near $700. National cost guides cluster around a $300–$1,100 average and most often cite $700. Beyond that:
- Small repairs ($300–$800): one leak, a short open lap, a cracked pipe boot or a loose flashing termination.
- Medium repairs ($800–$2,000): several seams, re-flashing a wall or AC curb, or a cluster of blisters.
- Large repairs ($2,000–$5,000): rebuilding a section of roughly 100–300 sq ft, often with some deck replacement or a spot drainage correction.
Why do roofers charge a minimum?
Every visit costs the roofer a truck, a crew, ladders, setup and time spent finding the problem, whether the patch is one square foot or fifty. Most roofers set a service-call minimum of about $150–$350, which is why even a tiny patch rarely comes in under $300. Some credit the call fee toward the repair; ask. Bundle small items into one visit, and have drains cleared at the same time.
What raises a repair bill?
- Leak hunting. Water travels under membranes and between plies, so the stain inside can be feet away from the hole. Time spent tracing it is billable. Our leak-finding guide can narrow it down first.
- Wet insulation. If insulation under the membrane is soaked, it has to be cut out and replaced, not patched over.
- Rotted decking. Plywood replacement runs $2–$5 per sq ft before the roofing goes back on.
- Material match. TPO and PVC need heat-welding equipment and compatible membrane. Old EPDM may need cleaning and primer before anything sticks.
- Emergency timing. After-hours or same-day storm calls typically add $100–$350. A professional emergency tarp averages about $450, according to HomeGuide and Angi.
- Location. South Florida repairs tend to price in the upper half of these ranges. In Miami-Dade and Broward, repair materials also need HVHZ-valid product approval.
When does repair stop making sense?
Repairs are the right call when the roof is basically sound. Consider replacement or a coating instead when:
- The same area leaks again after repair, or new leaks keep appearing.
- Blistering, cracking or open laps are spread across the roof rather than in one spot.
- An inspection finds wet insulation over a large area.
- The roof is near the end of its expected life for its type. See flat roof types explained for typical lifespans.
Florida’s 25% rule also matters. On roofs built before the 2007 Florida Building Code took effect (March 1, 2009), repairing 25% or more of a roof section within 12 months can require the whole section to meet current code. That can turn a big repair into a section replacement. Our Florida permits and rules guide explains how the 2022 law changed this for newer roofs.
Do flat roof repairs need a permit in Florida?
Often, and the answer depends on where you live. Charlotte County, for example, exempts roof repairs under 100 sq ft that don’t involve trusses or rafters, while the City of Miami requires a permit for all roofing work. A 2026 state law (HB 803) lets single-family owners request a permit exemption for work under $7,500. It excludes structural work, and counties that have published guidance, such as Santa Rosa, say roofing still needs a permit. Ask your building department. Either way, roof repair in Florida is licensed roofing work.
What about storm damage repairs?
After a hurricane or windstorm, document the damage with photos before anything is fixed, limit further water damage, and keep every receipt. Florida’s deadline to report an initial property claim is one year from the date of loss. Emergency tarps are temporary. HomeGuide puts their typical life at 60–90 days, so schedule the permanent repair promptly. Our storm damage guide walks through it.
What should a repair quote include?
The cause of the leak in writing, the exact repair method and materials (matched to your membrane), the area covered, whether a permit is needed, and how long the workmanship is guaranteed. Get photos before and after. If the roofer finds wet insulation or rotted deck, ask for a written change order with a unit price before work continues. Our hiring guide covers licensing and insurance checks.
Doing it yourself? What to buy
Typical price ranges, not live prices. Roofing work for hire generally needs a licensed contractor; DIY on your own roof is a different question — check local rules and work safely.

The emergency patch to keep in the garage: a rubberized asphalt cement that bonds to wet surfaces, even in the rain. Trowel it on thick and wide, and bed polyester fabric in it over anything bigger than a nail hole.
Read the fine print: Asphalt-based. Henry says to wait 30 days before coating over it, and it can bleed through white acrylic or silicone, so prime it with a bleed blocker or cut it out before a recoat. Not for EPDM rubber or PVC sheet roofs. Henry wants fabric on any hole wider than 1/4 in. or longer than 2 in.
Best for: Stopping an active leak on a mod-bit, built-up, rolled or metal roof

A UV-stable peel-and-stick tape with an aggressive sealant layer that bonds to rubber, TPO, metal and most other roofing. It's the fastest durable fix for an open seam or a split along a metal edge.
Read the fine print: Prep decides whether it lasts: clean, dry, free of chalk, and rolled down hard. Don't put it over a silicone coating, and check whether your membrane needs a primer first.

Frequently asked questions
How much does it cost to fix a leak in a flat roof?
A typical flat roof leak repair costs $300–$1,200, and many land around $700. Simple patches at a known spot cost the least. Leaks that travel under the membrane, or that have soaked the insulation, take longer to trace and repair and can run higher.
Why did a roofer quote $300 for a tiny patch?
Because most roofers have a service-call minimum, commonly $150–$350, that covers the trip, setup, ladder work and diagnosis. Materials for a small patch are cheap; the visit is not. Bundling several small repairs into one visit is the best way to spread that cost.
Is it worth repairing an old flat roof?
If the membrane is otherwise sound and the insulation is dry, usually yes. If the roof has repeated leaks, widespread blisters or wet insulation, or repairs keep stacking up, compare the cost against a replacement at $5–$14 per sq ft. In Florida, large repairs can also trigger the 25% rule.
Does homeowners insurance cover flat roof repairs?
It may cover sudden damage from a covered peril such as wind, a fallen tree or hail, minus your deductible. It generally doesn't cover wear, age or poor maintenance. Document the damage, report it promptly and ask your insurer or agent about coverage before work starts.
Can I patch a flat roof myself?
Small, temporary patches with a product made for your membrane are reasonable for a careful homeowner. Re-welding seams, re-flashing walls and anything larger is roofing work. In Florida that means a licensed roofer, unless you qualify and pull a permit as an owner-builder.
